Rule 65
Social rehabilitation of children and family reunification
(1) Children's homes should provide social rehabilitation or family reunification for such children so that they can live independently after the completion of eighteen years of age. (2) If the children's parents or guardians are found, and if it is in the best interest of the children, the children's home shall conduct family reunification on the basis of the report given by the social worker and child psychologist as follows:-
(a) Accounting for children's family structure,
(b) Children's health, education, psychosocial conditions, skills and abilities of children,
(c) Willingness and readiness of children,
(d) Collection and identification of details of parents and close relatives,
(e): Identification of relatives that children trust most,
(f) Relationships between children and families,
(g) Potential risks of children being in the family,
(h) Ensuring Protection of Children,
(i) Details of assistance required for family reunification of children.
(3) On the basis of the report according to sub-rule (2), the children's home should conduct family reunification in the name of the representative of the local level concerned. (4) When conducting family reunification, the children's home should also make a document from the concerned parents or guardians that the children have been returned and a confession not to send them back to the children's home.
(5) If family reunification is not possible, or if his education up to the secondary level is completed, the children's home should make alternative arrangements for him.
(6) The Council shall determine the form and format of the alternative arrangement as per sub-rule (5).
(7) Children who have reached the age of 18 years should be given employment by the children's home in such a way that the placement and remuneration, services and facilities are also guaranteed.
(8) If the children in the children's home wish to live independently after reaching the age of eighteen, the children's home can support them for independent group living.
